Vietnam Corruption Barometer Report (VCB 2019)

Keynotes

Vietnamese people believe that corruption is declining and that the Government’s anti-corruption efforts are increasingly effective, according to the Vietnam Corruption Barometer 2019 (VCB- 2019).

Notably, this report marks for the first time since 2011 a decrease in bribery in public services. These are signals of a positive change in the fight against corruption in Vietnam. Nevertheless, citizens still believe that corruption is a serious problem in Vietnam, requiring further efforts of stakeholders to reduce corruption and ensure sustainable development.

Vietnam Corruption Barometer Report (VCB 2019)

ABOUT VCB-2019:

Vietnam Corruption Barometer 2019 collects data on citizens’ perceptions and experiences of corruption, their views on the government’s anti-corruption efforts and the effectiveness of anti-corruption measures.
 This survey is based on the Global Corruption Barometer’s methodology of Transparency International (TI), which was conducted in Vietnam in 2011, 2013, and 2016. Interviews were conducted by Indochina Research Vietnam in July and August 2019 through direct interviews with 1,085 people in 19 representative provinces and cities across the country. Qualitative interviews were also conducted in November 2019 to better understand people’s views and experiences.

Our results pointed out that the top 5 social concerns and issues urban Vietnamese have been most worried about are: Food safety, air pollution, corruption, education access, and timely access to healthcare.

Moreover, these top 5 concerns are consistent with previous findings in our End of Year Survey in 2017. Looking at the results, we can see that the problems people were concerned about are still there by the time this survey was administered in 2019.

Following the trend identified in last year’s results of the same study, of all the social issues surveyed, urban Vietnamese people are the most concerned about food safety. This was especially true for respondents in Hanoi. The report shows how several food scandals have led citizens to become increasingly worried about their daily food intake.

Additionally, the report’s findings point to increasing concerns related to improvements in the education system. This was especially true for respondents in Ho Chi Minh City, where protecting the environment became the second most important topic of concern, in contrast to a higher ranking last year.

Fighting government corruptioncontinues to be a prevalent concern for 12% of the urban population, in keeping with last year’s findings, which were in 3rd place.
